This document is an annex to the Protection Cluster Approach to Protection Analysis and the Methodology for Calculating Protection Severity and Estimating People in Need (PiN) at a Household and Area Level. They represent the overarching approach and methodology to coordinate the Protection Cluster process to contribute to the Humanitarian Needs and Response Plan. This guidance is specifically aimed at supporting the Information Management colleagues on the structure, methodology, and practical use of the Household-Level (HH) and Area-Level tools, for calculating the Protection Severity and People in Need (PiN) caseload.
It serves as a combined user manual, methodology reference, and quality assurance guide, providing users with the information needed to apply the tools consistently and transparently across different analytical contexts. The note describes the purpose and function of each worksheet, explains the calculation logic and use of weighting where applicable, clarifies methodological considerations for severity analysis, and outlines the procedures for documenting and governing Expert Judgement decisions used to review or update severity classifications and PiN estimates.
