This advocacy paper on humanitarian assistance and older persons has been developed by a wide range of humanitarian actors. Initiated by WHO and HelpAge International at the request of the Inter-Agency Standing Committee (IASC) Working Group, the advocacy paper has been widely shared with IASC partner agencies, IASC Subsidiary Bodies and the cluster leadership system of the IASC for technical inputs. The IASC has been created by United Nations General Assembly resolution 46/182 (1991). It is composed of relevant operational United Nations agencies, the Red Cross and the Red Crescent Movement, IOM and three NGO consortia. The IASC is the primary mechanism for inter-agency coordination of humanitarian assistance.
