This methodology note explains how the Protection Cluster calculates and reports people reached under the consolidated protection response framework and how these figures are aligned with HNRP / OCHA reporting systems.
The framework is built around:
- Protection Common Activities (CA) and Common Indicators (CI) per country, visible in Protection Cluster 5Ws system and / or OCHA’s country module, and
- Matching Response Specific Indicators (SI) (Protection, CP, MA, GBV) used internally for analysis and coordination. To avoid an unmanageable number of Specific Indicators (SI), partners may report against Common Indicators (CIs) with disaggregation by response area where appropriate.
