HPC Learning Series 2026
In 2026, the GPC launched a learning series to strengthen field cluster preparedness for the 2027 Humanitarian Programme Cycle (HPC). Delivered through the Inter-Agency Field Support Desk, the series aims to enhance protection risk and needs analysis, improve information management and methodologies, strengthen strategic planning, and support better alignment with partners' priorities and capacities. The initiative promotes collective learning by sharing best practices, lessons learned, and key technical guidance and tools.

[HPC Webinar #1] - Protection Risks Assessments for PAU, HNRPs and HCT
The Protection Risk Assessment (PRA) is a regular exercise coordinated by Protection Clusters to identify and analyze the severity of key protection risks affecting populations. The assessment measures the severity of 15 protection risks on a scale from 1 (minimal) to 5 (extreme), providing a common evidence base to support protection analysis, prioritization, response planning, advocacy, and strategic decision-making.
The assessment informs key protection and humanitarian planning processes, including Protection Analysis Updates (PAUs), Humanitarian Needs and Response Plans (HNRPs), and Humanitarian Country Team (HCT) discussions, ensuring a consistent understanding of protection risks across operations.Slides / Recording available on request to Cluster coordination teams
