This Aide Memoire has been prepared with the goal of ensuring clarity regarding the technical protection principles governing the return of internally displaced persons (IDPs) to areas of origin or habitual residence, to assist response actors in mainstreaming protection in all aspects of the response. The Guiding Principles on Internal Displacement provide an authoritative and comprehensive overview of the protection standards relevant to all aspects of internal displacement, and the principles outlined below are drawn from and reflective of that document. Solutions to displacement that are achieved in accordance with the principles outlined below are more likely to be genuinely sustainable and mitigate protection risks linked to premature returns, including continued exposure of civilian populations to direct impacts of conflict, ongoing population movement and exclusion of marginalized populations.
