Around the world, over 168 million people are in need of protection assistance, facing growing threats to their safety and dignity. Intensifying conflicts, an increasing number of climate-related disasters, and a backdrop of shrinking resources are placing immense strain on an already overstretched humanitarian system.
The Global Protection Cluster (GPC) Strategy 2025–2030 sets out a clear, impact-driven roadmap to guide our collective efforts in meeting these challenges. Rooted in extensive consultations and informed by recent global reviews, the Strategy emphasises streamlined, accountable, and inclusive protection coordination – grounded in the lived realities of people affected by crisis. It prioritises action over process and puts communities – their safety, dignity, and rights – at the centre of humanitarian response.
Under the theme "Collective action for effective coordination and quality protection responses," the Strategy is anchored around three core strategic priorities:
Strengthen coordination and collaboration in each country operation
Support improved integration of priority protection themes
Lead collective action to achieve protection outcomes and uphold system-wide quality and standards
The launch of this Strategic Framework is accompanied by a series of short videos reflecting on what the Strategy means in practice. Their insights highlight the Strategy’s relevance, urgency, and grounding in reality. They remind us that protection is not just a principle – it’s a daily commitment. And this Strategy is our shared guide for the next six years to turn that commitment into tangible change.
