The Global Protection Cluster (GPC) and its Areas of Responsibilities (AoRs) are committed to working with local actors in the coordination and delivery of protection responses in humanitarian crises. In implementing the Grand Bargain Commitment, the GPC and the AoRs have been instrumental in providing guidance and support to coordination groups and national and local actors to ensure local partners have increased leadership roles in both global and field protection clusters.
The GPC and the AoRs welcome the IASC Guidance on Strengthening Participation, Representation and Leadership of National and Local Actors in IASC Humanitarian Coordination Mechanisms issued in June 2021. The GPC and AORs plan to use the IASC Guidance to augment the gains the GPC and the AoRs have made in the implementation of the Grand Bargain Commitments. Specifically, the GPC and the AoRs plan to use the IASC Guidance to galvanize the participation, representation, and leadership of local and national actors in the coordination and delivery of protection responses during and after humanitarian crises as well as preparedness for humanitarian crises. In addition to this, the GPC and AoRs will introduce the IASC Guidance to coordination teams and the broader humanitarian community, as a tool to leverage localization agenda into their workplans and activities.
