To Support Service Delivery

The first core function of field clusters is To Support Service Delivery. The IASC defines it as the provision of a platform that ensures service delivery is driven by the Humanitarian Response Plan and strategic priorities and the development of mechanisms to identify gaps & eliminate duplication of service delivery.

Supporting service delivery requires setting up appropriate coordination forums ensuring the participation of Cluster and AoR operational partners for information sharing, analysis, strategic and technical consultations and decision-making. In coordination with Cluster Lead Agencies and the HCT/ICCG, this may also involve establishing sub-national coordination platforms. Clusters should also use effective tools to coordinate and track the presence of protection partners (3W), map available services (service mapping), and monitor response achievements (5W) to track progress against cluster strategy, and to monitor gaps and avoid duplication. At the individual service level, the protection and AoR coordinators should work together to ensure complementarity of service mapping and referrals among the whole spectrum of protection services, with due regard to established protocols, particularly by Child Protection and GBV AoR.
