The PCG is Afghanistan’s primary national platform for coordinating humanitarian protection and Basic Human Needs-linked protection risk reduction while maintaining their distinct mandates and accountability lines. It will advance the Centrality of Protection while preserving independent humanitarian protection analysis, advocacy, and action.
The PCG will operate through five specialized workstreams: Child Protection, Gender-Based Violence, Mine Action, Return and Reintegration and Legal Assistance and Civil Documentation. Workstream leads and co-leads, including UNICEF and Save the Children International, UNFPA and UNAMA/UNMAS, will provide technical leadership, convene partners, and contribute analysis and guidance. Provider of Last Resort responsibilities remain with UNHCR for protection, UNICEF for Child Protection, UNFPA for Gender-Based Violence and UNMAS for Mine Action.
