The Humanitarian Programme Cycle (HPC) provides tools and processes to assist humanitarian actors in planning, prioritising, and monitoring collective responses to crises. It ensures that individual organisational efforts contribute to cohesive and effective humanitarian strategies.

On this page, you will find all the guidance, methodologies, tools and resources produced by the Global Protection Cluster aimed at supporting Protection Clusters coordination teams with the HPC. 

Chapter 2 of the GPC Field Protection Coordination Toolkit provides an overview of the key elements and principles of the Humanitarian Programme Cycle (HPC), roles and responsibilities of Protection Clusters in the HPC process, guidance on Flash Appeals and pooled funding mechanisms like CBPF and CERF, and integration of cross-cutting issues and the Centrality of Protection within the HPC.
