This document is the updated Terms of Reference for the Integrated Protection Cluster in Ukraine for 2026 (available in English and Ukrainian). The ToR reflects the evolution of the Protection Cluster coordination architecture in Ukraine and formalizes the integrated coordination model bringing together Protection, Child Protection and Gender-Based Violence under a single Protection Cluster structure, while maintaining dedicated technical leadership and specialized coordination arrangements for Child Protection and GBV.
The document sets out the Cluster’s mandate and core functions, governance and coordination arrangements at national and sub-national levels, as well as the roles of UNHCR as the Cluster Lead Agency, Protection Cluster Coordination Team, NGO Co-Coordination, the Strategic Advisory Group and the wider Protection Cluster membership.
