Protection Issues

Mozambique is facing a deeply neglected crisis where humanitarian needs are rising rapidly amid worsening violence and repeated climate shocks. 

In 2025, Mozambique continued to face the compounded impact of protracted armed conflict in Cabo Delgado, with two incidents of violence against civilians every day, and growing insecurity spreading beyond the province. Violence against civilians surged to record levels, reaching its highest point since 2023. The surge in violence sharply increases protection risks, including gender-based violence, killings, abductions and forced recruitment, including of children. Grave violations against children rose by 525 per cent in 2025 compared to 2024.

Cyclones, El Niño-induced droughts and other natural disasters trigger further displacement of civilian populations and overwhelm local response capacities. In addition, food insecurity and insufficient access to basic needs further worsen the protective environment for civilian populations in Mozambique.

About the Protection Cluster  

The Mozambique Protection Cluster was first activated in 2017 following cyclone Idai and currently coordinates protection responses for populations affected by conflict, displacement, climate-related shocks, and other humanitarian emergencies. The Protection Cluster is led UNHCR and co-led by Helpcode and includes thematic workstreams on Child Protection and Gender-Based Violence.
