Between March and May 2026, the Global Protection Cluster mapped the impact of funding reductions on protection partners’ capacities. The findings are presented in the report Protection Capacities Under Pressure. This analytical note focuses specifically on the impact of funding cuts on older people's association and organisations of persons with disabilities, complementing the main GPC report, which synthesized 786 survey submissions across 22 cluster operations. The note draws on insights from specialised age and disability organisations to examine how these funding cuts are directly impacting the safety, security, and support systems available to marginalised groups. The analysis focuses on two distinct humanitarian contexts:Ukraine and Ethiopia.
