The state of the protection of civilians is particularly dire due to the outbreak of violence and the continuation of existing conflicts, resulting in thousands of civilians killed and injured, and millions displaced. Emergency aid needs are going unmet in several neglected crises around the globe.

This Global Protection Update covers the second quarter of 2024, providing a country-by-country news update, exploring emerging protection trends and tracking the risks faced by vulnerable populations in crises.

The update also places a thematic focus on ensuring the continuity of protection in a context of missions withdrawals. Currently, there are a number of Protection Clusters that are affected by ongoing discussions on peace operations and protection of civilians. The withdrawal of UN missions in different country contexts has led to system shocks that  have added to more complexity in the available capacities and mechanisms to support the PoC as well as complexity with expectations over the tasks of Protection Clusters – particularly in their PoC and advocacy roles. The report showcases different responses and advocacy efforts by Protection Clusters during UN Mission Withdrawals.
