The “Framework for Relocations” (as is it fondly referred to) was developed by the PC in Yemen and endorsed by the HCT. It aimed at promoting the voluntary and safe relocation of IDPs to areas where they can rebuild their lives and communities. It also sets out the minimum standards guiding the engagement of humanitarian actors in relocations in line with humanitarian standards, International Human Rights, and Humanitarian Law. The framework also includes Cluster Relocation Support Packages implemented through each phase of the relocation process when the minimum standards are met.
